The Philadelphia Parking Authority is using abusive ticketing practices to wring more money out of taxi workers' pockets. Dubbed "drive-by ticketing" by cab divers, this practice includes ticketing cabs while they drop off or pick up passengers --even at designated cab stands-- and mailing tickets up to weeks later, making it very difficult to for drivers to contest these violations and forcing drivers to pay large fines.
